Can You Recall a Member of Congress

Trying to recall a member of Congress is an idea that has likely crossed the minds of voters in every congressional district in the U.S. at one time or another. The concept of buyers remorse applies just as fittingly to the choices we make in who represents us in Washington, D.C., as it does our decisions on which house to buy or which mate to marry. However, the fact is that unlike mortgages and marriages, which can be ended, elections are permanent. No Recall Mechanism There is no way to recall a member of Congress before their term ends, nor has there ever been. No Senator or member of the House of Representatives has been recalled by the electorate. Americans are unable to remove an elected member of the House or Senate from office because there is no recall mechanism set forth in the Constitution. The framers of the Constitution actually debated whether to include a recall provision but decided against it as a result of the arguments of some state legislators during the ratification process. A Congressional Research Service report cited Luther Martin of Maryland who, while speaking to the state Legislature, lamented the fact that members of Congress are to pay themselves, out of the treasury of the United States; and are not liable to be recalled during the period for which they are chosen. There were failed attempts in some states, including New York, to amend the Constitution and add a recall mechanism. Attempts to Circumvent the Constitution Voters in Arkansas amended their state constitution in 1992 with the belief that the 10th Amendment left the door open for states to limit lawmakers length of service. The 10th Amendment states that The powers not delegated to the United States by the Constitution nor prohibited by it to the States, are reserved to the States respectively, or to the people. In other words, the Arkansas argument went, because the Constitution didnt provide for a recall mechanism the state could. Arkansass constitutional amendment banned House members who had already served three terms, or Senators who had served two terms from appearing on the ballot. The amendment was an attempt to remove elected officials through the use of term limits. The Supreme Court held that the states amendments were unconstitutional. The court essentially supported the notion that the right to choose representatives belongs not to the states but to its citizens. In keeping with the complexity of our federal system, once the representatives chosen by the people of each State assemble in Congress, they form a national body and are beyond the control of the individual States until the next election, Justice Clarence Thomas wrote. Removal of a Member of Congress Even though citizens cannot recall a member of Congress, the individual chambers can remove members of the House of Representatives or Senate by way of expulsion. The House or Senate can expel a member if there is the support to do so by at least two-thirds of the members. There doesnt have to be a specific reason, but in the past, expulsion has been used to punish House and Senate members who have committed a serious crime, abused their power, or been disloyal to the U.S. There have been only 20 cases of expulsion in the history of the United States. Recall of State and Local Officials Voters in 19 states can recall elected officials at the state level. Those states are Alaska, Arizona, California, Colorado, Georgia, Idaho, Illinois, Kansas, Louisiana, Michigan, Minnesota, Montana, Nevada, New Jersey, North Dakota, Oregon, Rhode Island, Washington, and Wisconsin, according to National Conference of State Legislatures.

Teen Pregnancy And Public Perception - 1498 Words

The purpose of this chapter is to provide a literature review of teen pregnancy and public perception. The chapter will begin by examining the decrease of teen pregnancy in America. It will transition to understanding the emotional effects on teen mothers and depict how a pregnant teen’s life could be altered. It will conclude by discussing how the topic of teen pregnancy has caused the President of the United States to take a closer look. This chapter will end with a summary of my research findings. The Office of Adolescent Health analyzed the trends in teen births, variations in teen birth rates across populations (ethnicity between ages 15-19) and characteristics associated with adolescent childbearing in their article entitled Trends in Teen Pregnancy and Childbearing. According to Office of Adolescent Health, in 2013, there were 26.5 births for every 1,000 adolescent females age 15-19 or 273,105 babies born to females in this age group. Nearly eighty-nine percent of these births occurred outside of marriage. The teen birth rate indicates a decline of 10% from 2012 when the birth rate was 29.4 per 1,000. The teen birth rate was 61.8 births for every 1,000 adolescent females in 2013. Still, the U.S. teen birth rate is higher than that of many other developed countries, including Canada and the United Kingdom (The Office of Adolescent Health, 2013). Before dating, the speaker Junot Diaz gives advice to the readers: â€Å"Clear the government cheese from the refrigerator†. Moreover, the speaker said â€Å"If she’s a white girl you know you’ll at least get a hand job. † If a man dated the white girl, he could involve sexual activities. He needs to find out what she wants to do after dinner and spends the rest of evening as she likes. According to the Junot Diaz â€Å"If she’s a halfie don’t be surprised that her mother is white. † The girl’s mother will be white or black or Asian, but he shouldn’t show the emotions of shocked and should say â€Å"Hi† to her mother friendly and smoothly. If he doesn’t prepare well to find what she likes or what her culture, he might get broken-heart. Moreover, he will not get a happy relationship. Some people may argue that a good relationship is only based on the personality instead of his or her culture and history, and they don’t need to assimilate others. For example, a white guy’s date with Asian girl may involve sexual activities for the first date. As a result, she may be think he is a ridiculous and rude person, and she won’t meet again because Asian girl hardly ever involve sexual activities before she gets married. Assimilation and acculturation are needed in some situations. According to the Migration World Magazine â€Å"Non-English speaking immigrants grew quickly in numbers†. Most of the immigrants from Southern, and Eastern Europe, Asia and Africa don’t know the English language well. They are struggling with learning English because it takes them a little bit long to speak frequently. In Latino Issue conservative blog, Josue Sierra discussed about getting good English speaking skills is essential for immigrants in education, jobs opportunities, and preventing crime. The speaker says â€Å"If immigrants don’t speak English, chances are they won’t get very far from a low-level laborer positions†. Some immigrants are already graduated and have a higher education in their country, but they only get lower job positions in the United States because they can’t speak English well. The speaker also mentions â€Å"An immigrant who has learned English can also look forward to better paying work in their home country†. It means that the immigrants who want to go back home have a benefit by learning English. They can get a better salary than any other in their home country by knowing English well. Some students find difficulties in college because teaching styles are different from their home town and self-study is essential for all students in the United States. For example, Burma which is situated in South East Asia, students are not allowed to argue with the teachers’ ideas. Arguing with teachers is rude and asking questions means students don’t understand the lessons. Moreover, teachers assume asking questions to them means they are not good at teaching, and it insults them. So most of the children are afraid to ask question even they don’t understand. These habits are hard to vanish when they are studying in the United States. That’s why most Asian students are quiet in the class. Moreover, they have to study detail in text books and are not allowed to use their own idea. Next, â€Å"An immigrant that doesn’t speak English will be more hesitant to contact authorities when they are victimized, out of fear of not being understood†. Some of the international high school students have been bullied by English speakers. But they dare not to talk about it to their parents or teachers because they are afraid they can’t explain well. Sometimes, some non-English speaking girls get robbed, but they don’t dare talk to the police. Above these reasons, it is better for immigrants to forget their own origins and try to assimilate the new language. Most immigrants can assimilate living style, wearing style and some cultures in a short time, but they hard to try to assimilate another religion. In the United States, Christian is 78. 4% including Protestant and Catholic; other religions are 4. 7% such as Jewish (1. 7%), Buddhist (0. 7 %), Muslim (0. 6 %), Hindu (0. 4 %), Unaffiliated (16. 1%), Humanism (0. 8%) according to U. S Religious Landscape Survey. A Muslim guy could marry with the Christian girl, even though; the girl or the guy hard to change their religion status. Most of the children who were born to two different religions parents become Humanism. The United States is a democratic country and has freedom of religion and beliefs without government influence or interference. Even though, the country still has problems related to the religious beliefs. For example, in the abortion case, some Catholics don’t agree to destroy the pro-life as â€Å"Don’t kill Jesus’s children† because they assume that people is created by Jesus. For humanism and unaffiliated, they may think this abortion cases are the human right to destroy or not. People dare to die for their religions or their beliefs. So many religion wars have occurred in the world. Another example of religious attack happened on September 11 in New York. Many people’s life lost and the rest of the families felt pain and suffer about this attack. Loyalty to one’s own background is an important part of being American. † Conflict over Muslim immigrants occurs not only in the United States but also in Europe. For example, in France, Muslims girls are banned by wearing chadors (head scarves) by French president. Moreover, in German schools, Muslims girls are asking to take the class of physical education class such as swimming or gym. According to Marion Berning, director of the Rixdorfer primary school in Berlin, Germany, â€Å"We have Muslim girls who say they don’t want to swim with the boys. It’s obvious the parents exert pressure on them, but [the parents] have to accept that coeducation is part of German schools. † These kind of small conflicts lead to ethnic disunity and hostile communities in Europe. In contrast to the European conception, assimilation in the United States â€Å"has always been much more flexible and accommodating and, consequently, much more effective in achieving its purpose,† according to Peter D. Salins, author of Assimilation, American Style. Different immigrants have different ideas of assimilation into American culture. People may get many new experiences and new ideas by assimilating, especially building good relationships and friendships. However, assimilating also has a drawback such as losing one’s own culture and traditions. So immigrants should decide themselves what American cultures support them to have a better life if they assimilate. Le Cid (French) Essay Example For Students

Le Cid (French) Essay (french essay on the book entitles Le Cid) Le CidLe Cid tait loeuvre qui renda Corneilleun des meilleurs crivains de lhistoire de la littrature franaise. Ses pices ont t crites sous linfluence du Baroque et du Classicisme. Corneille, Racine et Molire ont ports un grand lment de raffinement avec leur oeuvres remarquables. Ses hommes commencrent une rvolution pour le thtre. Les pices de Corneille taient souvent svrement critiques. Les critiques rclamaient que Corneille mettait en scne des tres exceptionnels et quil provoquait des intrigues compliques partir de situations invraisemblables. Corneille, aussi ne suivait pas le processus traditionnel pour crire une pice, car il faisait les personnages agir selon la raison et non par limpulsion. Les personnages rflchissait avant de prendre leurs dcisions. Corneille croyait que les grands sujets importants devaient tre au-del du vraisemblable et il dit aussi . (Corneille lui mme) Corneille cra toujours des situations dans laquelle les personnages devaient prendre des dcisions importante soit entre la vie ou la mort. Ces dcision portait toujours le risque de mauvaise rpercussions. Ceci est appel le conflit cornlien. Le conflit cornlien consistait dans le Cid consistait dune dcision entre lamour et le devoir/lhonneur. Aprs la premire mise-en scne du Cid, il y avait plusieurs critiques. Lune delle venait des Espagnols, ils accusaient Corneille du plagiat dune pice crite par un crivain espagnol clbre. Corneille avoua quil avait raison, mais il affirma quil lavait seulement fait parce quil car il avait une grande admiration pour la pice. Une autre critique qui portait sur llment de temps que droula laction de la pice. Il est trs dure croire que tout les vnements dans Le Cid aurait put prendre place en vingt-quatre heure. Le conflit que les personnages affrontent dans le Cid est le combat psychologique et moral intrieur. Le Cid est une pice trs tragique car les personnages sont violes de leur bienfaisances. Les personnages font faces des conflits lugubres. Le choix que les personnages avaient taient de choisir entre lamour ou lhonneur. Au 17e sicle, les gens nobles devaient toujours agir pour garder lhonneur de leur famille. Ctait lacte primordial de lpoque qui permettait dassurer la continuit du nom de la famille. Le personnage principale, aussi le plus intrigant tait celui de Don Rodrigue. Il tait le fils du clbre Don Digue, un honorable soldat qui a gagn plusieurs guerre au nom de son pays de lEspagne. Il tait un homme trs respect. Durant le droulement de lhistoire, il sest fait assign comme gouverneur du prince. Don Goms le pre de Chimne, naimait pas la promotion que Don Digue a reu et pensait que ctait lui qui la mritait. Donc il a insult Don Digue et la provoqu en duel. Savant que son pre ne pou vait pas se dfendre, Rodrigue sest donn la tche de venger son pre. Mais Rodrigue, ne savait que faire car Chimne son amante tait la fille de Don Goms. Il faisait face de problmes obstacles immense pour tablir leur bien-tre. Le Cid contient plusieurs conflit cornlien dans lequel chaque personnage est forc a prendre des dcisions trs complexe. Les choix consistent de les sentiments ou le devoir et lhonneur. Ceux-ci sont les thmes dominant dans la pice. Dans la priode du 17e sicle, la moral tait dtre loyal sa famille et la dfendre. Laspect de lamour venait toujours en deuxime place du devoir et lhonneur. Ses lments ont dgnrerinfluencer toutes les dcisions dans la pice. Les victimes du conflit cornlien tait Rodrigue, Chimne, Linfante, Don Fernand et Don Sanche. Les personnages faisaient aussi face au combat psychologique et moral. Les personnages avaient la difficult russir se combat, car dans le 17e sicle, lamour tait toujours mit en deuxime place du devoir. Rodrigue tait des premiers faire face a un combat psychologique. Son pre a t provoqu en duel par Don Goms. cause que son pre ne pouvait se dfendre, Rodrigue tant loyal sa famille voulait dfendre lhonneur de son pre. Mais pour dfendre lhonneur de son pre il faillait tuer le pre de la fille quil aimait. Il avait un gros dilemme, il ne voulait pas prendre le risque de perdre la femme quil aimait tant. Mais son pre ne lui laissait pas grand choix. Il lui dit (Acte 1, scne V, vers 288-289) Cette citation dmontre comment son pre voulait quil venge la valeur familiale, mais cette citation aussi une vritable insulte envers Rodrigue. Il a ragit en violence et provoqua le duel avec Don Goms et le tua. Une autre chose qui poussa Rodrigue tuer est quil ne voulait pas apparatre comme un lche dans les yeux de Chimne. Cet intrigue a vraiment boulevers Don Rodrigue, mais il fait ce quil tait command de faire, son devoir. Il ne regretta pas son acte, mais il se sentait mal face la perte que Chimne vc u. Il tait grandement confus par rapport son acte violent. Rodrigue sest ensuite offert la vie Chimne, car il a pris la vie de son pre. Il est un homme trs honorable, en offrant sa vie il dmontre comment ses sentiments tait lgitimes. Ceci est un des premiers gestes qui dmontre lamour vritable de ce couple. Aprs la mort de Don Goms, Don Sanche un amant secret sest offrit Chimne pour venger la mort de son pre contre Rodrigue. Chimne a refuser loffre de Don Sanche. Mais Don Fernand, ayant prit le rle du pre de Chimne accepta et a dsign quun duel entre Don Sanche et Don Rodrigue. Le gagnant avait le droit de prendre Chimne en mariage. Don Rodrigue tait le favorable gagner le duel car il tait le meilleur combattant et a aussi vaincu contre les mores qui ont attaque lEspagne. Rodrigue a gagn le duel, mais tant honorable, il a laiss la vie de Don Sanche. Don Rodrigue tait toujours en combat psychologique, mais il a surmont tous les obstacles sans caus trop de mal aux gens autour de lui. Il tait certainement le hros vritable de la pice.Le hros cornlien. El Nino EssayLinfante est une amoureuse du dans le Cid. Elle aimait Don Rodrigue avec tout son coeur. Ceci lui a caus beaucoup de souffrance, mais ctait son chemin quelle devait prendre. Cet citation dmontre parfaitment comment lamour pour Rodrigue tait impitoyable . (Acte 5, scne 2, vers 143-144) Dans cet citation LInfante dit Chimne quelle vient laccompagner avec ces douleurs. ce point dans la pice Chimne et LInfante partage leur mal pour lamour de Rodrigue. Nous pouvons constater que leur sentiments tait cras. Durant le droulement de la pice LInfante essaya de convaincre et persuader Chimne de tomber en amour avec Rodrigue, mais elle gaspillait son temps parce que Chimne aimait dj Rodrigu e. Le rle de lInfante est un question trs intressante. Nous devons croire que cette pice naurait pas t vraiment chang sans la prsence de Chimne. Ses actions nont pas vraiment fait quelque chose qui a chang le droulement de la pice. Le fait quelle a essayer de convaincre Chimne daimer Rodrigue navait aucune impacte quelqonque sur la procdure. On suppose que sa prsence tait surtout pour dcrire la femme du 17e sicle et pour dmontrer la diffrence de les classe sociales. En conclusion, les personnages dans le Cid on tous eu une vie vraiment bouleversante. Ils ont tous fait face des situations qui demandait un psychologique capable de survivre un taux de stress trs lev. Premirement, Rodrigue a vraiment fait de bonne dcision par rapport lhonneur et le devoir. Ces dcisions ne lui ont pas affect grandement car il a finit par avoir ce quil voulait.Chimne. Il a remplit la meilleur descritions dun hros Cornlien. Or, Chimne a vcu un temp trs douloureux avec la mort de son pre, mais elle aussi a trouver une faon de sen sortir sans avoir souffert trop de mal. La dcision de laisser Don Rodrigue laurait dtruit encore plus. Chimne a vcu de mme situtation que Rodrigue, mais les consquences ntait pas parallle. Elle a perdu un bien-aim. Mais le fait quelle a quand mme pouser le meurtrier de son pre est quelque chose remarquable au main de lamour. Don Fernand, lui a jou un rle trs intressant. Il avait la vie de Rodrigue dans ces mains, et il le laissa vivre pour faire contente sa Chimne. Il a aussi laiss la vie de Don Rodrigue car il ne voulait pas perdre un autre bon guerrier. Mais le fait plus convainquant quil a vaincu son combat morale est quil a fait tout ces dcisions sans prendre la vie de personne. Chimne, elle a t un personnage trs boulvers avec ses sentiments. Elle aimait Rodrigue avec tout son coeur, mais elle ne pouvait pas laimer selon la morale de lpoque, mais nour devons croire quelle a bien fait et quelle devrait tre la gagnante et avoir Rodrigue dans ses bras, mais sa ctait un fait qui aurait du arriver, mais le conflit cornlien ne lui a pas permit.
